Sure, they can ask... and your passengers could have politely said they didn't want to talk to the officer. I'm unclear why you were arrested....

He should talk to his probation officer. The transfer would have to be approved by the courts in both counties.

It is illegal for a person who has been convicted of ANY felony to own or possess a firearm, period.

You would have to convince the judge there is very good reason to withdraw you plea. "I changed my mind" is not good enough.
