If the inheritance was less than $5M you do not have to pay taxes. You may have to report it however. You should speak with an accountant.

You should not be filing a small estate document in CA for a TX property. I suggest you call an attorney in TX.

You can but you have to have a very, very good reason. The court favors the person named by the person who passed away.

You are going to have to ask her and hope she will do it. Otherwise you will need a court order.
