Samantha Gong Neumyer

Samantha Neumyer is an Associate in Ellison Schneider Harris & Donlan. Samantha represents a range of clients on environmental, regulatory, and compliance matters before the California Energy Commission, California Public Utilities Commission, California Independent System Operator, and other agencies. Her practice specializes in energy and natural resources law, with an emphasis in power plant siting under the Warren Alquist Act, land use, and other environmental issues related to compliance with the California Environmental Quality Act. Samantha has served on the permitting team for both utility-scale renewable energy power plants and natural gas-fired power plants.

Samantha has successfully represented clients in complaint and compliance proceedings before the California Energy Commission and California Public Utilities Commission. In addition to her administrative and regulatory experience, Samantha provides legislative analysis for both energy and environmental law matters, and has experience drafting statutory language for proposed legislation.

Samantha joined the firm in 2008 as a law clerk while attending the University of Pacific, McGeorge School of Law, where she earned her J.D. While at the McGeorge School of Law, Samantha served on the Board of Editors for the Pacific McGeorge Global Business & Development Law Journal, and published an article discussing the role of international law in conservation and development efforts in China and Southeast Asia. Samantha graduated with a B.A. in Political Science, with a concentration in International Relations, and a B.A. in Chinese Studies from the University of California, San Diego.
