Once you leave, the 10 year bar will apply to you. If you come without permission, there will be a permanent bar to legal reentry.

There's no deadline, but make sure you qualify before you apply. The government doesn't refund fees for failed applications.

Yes you can still get a green card.
Chances are very likely for at least a second interview.
