Richard Samuel Costigan III

A recognized political and policy strategist in California for nearly two decades, bringing unique insight and practical experience as a Policy Maker, Advocate and Regulator. 

Richard has extensive experience in both the Executive and Legislative Branches of California State Government, including serving as Legislative Affairs Secretary and Deputy Chief of Staff to Governor Schwarzenegger, as Chief of Staff to two Minority leaders in the California State Assembly and as a Budget and Appropriations Consultant. 

Richard currently serves as a Board member of both the California Public Employees Retirement System (CalPERS) and the State Personnel Board (SPB). 

Richard has campaign experience with Statewide Constitutional offices, including as Deputy Campaign Manager and Policy Director for Statewide Office, ballot measures and legislative races. 

In the private sector, Richard was the Chief Advocate for the largest business Association outside of Washington, DC and currently advises a wide range of Fortune 100 clients across all sectors on issues ranging from politics, policy, regulatory matters and procurement, technology policy and procurement, healthcare policy from provider prospectives, clean tech and renewable energy policy, with a focus on solar, tax and business policy, infrastructure and development policies, investment practices and strategies, asset allocation, pension obligations, board management, shareholder responsibilities, healthcare, personnel and employment issues, state civil state and merit system processes, creation of job classification, employee personnel actions, whistle blower action.
