David Marshall Garland

I live in Hawaii and had an outstanding warrant in yolo county. Mr. Garland said he would take care of it. But first make a payment of 200 dollars with my card over the phone. I immediately made the payment. A couple days later he finally called me back saying he only works out of Sacramento. He said... he would still take care of it for an extra charge, or I could have a refund. I called the office that I sent the payment to and ask for a refund. They would not. The lady said I had to contact him directly. He finally returned my call and said he was unable to refund my card but he would mail me a check. It's been over a month now and no check. He also does not return my calls. Very shady person. Be careful.
