1) Have your trial attorney file a notice of appeal within 60 days
2) Hire an appellate attorney to file the appeal.
Preliminary hearing postponed by DA 13 times over 21 months...felony charges. Can this continue to be allowed forever?

You can always pull your time waiver and insist on your right to a speedy trial. But, you should consult with your attorney before doing so.

As the other lawyers on this thread have stated, prop 47 might reduce the possession charge to a misdemeanor. But, it's not automatic. He'll need...
Could I speak with my BF's probation officer to release a bail hold and release him on probation again?

Do not talk to the probation officer. Talk to your BF's lawyer. If he doesn't have one, get him one.
I am on parole and had a couple glasses of wine on a Saturday night in my home and got a public intoxication. Can they do that?

It's not entrapment based on your facts. But, it's also not drunk in public. To be convicted of DIP, you must be intoxicated in a public place...
