If they refiled it, and re-served it on you, you need to respond if its against you. If its against them you don't need to do anything.

If you levy the correct branch they should pay from any account in the name of the debtor.

Income is taxed when received. So you will have to file the tax but you can likely work out payments with the IRS if you want two years to pay...
