Ethan A. Turner

I am an attorney principally interested in government entity law. I have been the City Attorney for Amador City since June of 2015 and I have been working as a deputy County Counsel for the Couny of Calaveras since September of 2016. In Calaveras, I represent the Planning Department, Code Compliance, and the Tax Collector in all matter cannabis related. I assist Planning with processing of their application and in defending staff decisions in appeals before the Planning Commission, The Board of Supervisors, and in Superior Court. I helped design and build an office of administravie hearings for expedited administrative adjudication and enforcement against illegal cannabis cultivation. I represent the tax collecter in appeals of commercial cannabis tax assessments which are heard by the County Office of Administrative Hearings. In my role with the Planning, Code, and the Tax Collector, I've represented the County in over 300 contested administrative hearings. I've successfully defended the County against numerous writs of mandate and am in the process of developing more effective and efficient collections program to go after delinquent administrative fines, unpaid fees, and unpaid business license taxes. 

         As City attorney for Amador City, I represent the City Council in all matters from encroachment permits and code enforcement to tort liability. I have also been involved in numerous landlord tenant cases, a few dozen consumer bankruptcy cases, contract disputes, and done a small amount of probate and trust practice. All areas of the law interest me, but I'm principally interested in the role of government in society and the interplay of the law, land use regulations, and individual rights.
