Your sister does not need to renew her visa if she does not leave the US past August 2013. She only needs a valid I-20 to maintain her status.

There is no fee required for I-864 if filed in conjunction with an adjustment application.
The form is filed concurrently filed with I-485.

More information about your boyfriend's prior overstay is needed. If he overstayed student status, there is a good chance that it will not matter....
