Today the SCOTUS held in Riley v. CA that police need a warrant to search a cell phone incident to arrest. Is this retroactive?

No, nobody can "take the wrap" for anyone else. Cops investigate and prosecutors file charges. If charged with a crime, your attorney will not help...
