Jennifer Kelly Doherty Whipple

Ms. Whipple represents children with special needs and their parents, throughout California, to help them obtain a free and appropriate education and related services (such as tutoring, speech therapy, occupational therapy, assistive devices, transportation, etc.) to meet their child's unique needs. Ms. Whipple advises parents regarding their child’s educational rights and advocates for and defends the legal rights of children with special needs at Individualized Education Program (“IEP”) meetings, mediations, Due Process Proceedings and in federal court. Ms. Whipple is a member of the Council of Parent Attorneys and Advocates, Inc. (“COPAA”), a nonprofit network of attorneys, advocates, parents and related professionals dedicated to protecting and enforcing legal and civil rights of students with disabilities and of the California Association for Parent-Child Advocacy (“CAPCA”), a collaborative organization that monitors, analyzes, and responds to legislative and policy initiatives affecting the education of students with disabilities.
