William Carroll Harrelson

Mr. Harrelson was MCI's Sr. Counsel, Western Region for over 10 years. He represented it in numerous major legal proceedings and was instrumental to its business success in California. In private practice, he represents several telecom and Internet access providers in interconnection, inter-carrier compensation and tariff disputes in PUCs and courts. Formerly as General Counsel to the Missouri PSC, he managed all telecom proceedings, including participation in AT&T antitrust divestiture.

Reperesented large firms in contract negotiations, arbitrations and litigation on a wide variety of business issues as counsel to MCI and in private practice representing several other firms.

Mr. Harrelson has represented Internet access providers in several regulatory and judicial proceedings. His Legal Masters degree in Intellectual Property Law was with emphasis on Internet commerce. He is expert in the law of privacy, copyright, trademark and e-commerce on the Internet.

Mr. Harrelson was formerly General Counsel to the Missouri Public Service Commmission and later General Attorney for a large electric and gas utility, repesenting his clients in regulatory and court cases relating to rates, management and power plant construction audits, cogeneration and other alternative energy projects. He has practiced extensively before the California Public Uitlities Commission.
