No. Your husband has not been a citizen for three years yet. However, you can file 90 days before your 5 year anniversary of permanent residence...

There is no way to know at this point since there is only the announcement of a desire for reform, but no actual reform yet.

No, they are not eligible. NVC and DOS do not know of the marriages and that is why they are continuing to process the cases.
