Kristin Noelle Springer

Mrs. Springer has been an attorney since 2000. She concentrates her practice in special education law. Mrs. Springer started her practice as a construct defect litigation attorney. In 2006, after her son was diagnosed with Asperger's Syndrome, her focus changed. Mrs. Springer knows what it is like to be a parent advocating for services during meetings with district staff.

Mrs. Springer believes the heart of every special education case is the student who has a disability which is impacting his or her academic performance. She believes it is important for parents, advocates, and districts to communicate in a way which results in a Free and Appropriate Public Education (FAPE) to the student. In order to provide FAPE to the student, the school district, parents, and any advocates must have an understanding of rights and limitations under laws such as the Individuals with Disabilities Education Improvement Act of 2004 (IDEA), Section 504 of the Rehabilitation Act of 1973, and related California laws and regulations.

Mrs. Springer’s work ranges from writing, consultation, and workshops covering issues such IEP team meetings, mediation, and due process hearings to state compliance and OCR complaints. Mrs. Springer is familiar with the broad range of issues that arise, from determination of a child’s eligibility for special education, to negotiating for an appropriate in-district program, to securing public funding for a private school placement. She has also been able to advocate for continued services through a charter school allowing for homeschooling to be an option.
