Is pay stubs from current employer mandatory for H1B transfer? Is any other alternative available to show continuous H1B status?

Other evidence may be used to show status. Time sheets alone will not.

I created a case at uscis to replace my card then I sent them a mail to cancel it and create new one but still it is there.

I'm not sure there ever was such a requirement. The OES wage level is an indication of appropriateness of the position filed.
