You would declare the cash. You would not pay tax. You should bring evidence of source of funds to avoid seizure.

Usually, unsigned forms are returned without an interview. Since, the forms were accepted. Expect to sign them at the interview.

This is a difficult situation. SEVIS requires transferring universities to cooperate. Find your new university asap. Talk to your new school DSO.
