you don't need to consulate process unless you prefer. you may provide an address abroad if you prefer consulate processing.

Generally, US consulates/embassy in Mexico will not issue first time visas.But, check the consul websites.

If by your US Citizen adult son filing for her will allow her to renew her passport as a pending LPR.
