It is hard to say without knowing the extent of your injuries and the amount of your medical bills along with any lost wages.
How would I file a motion to reclassify an unlimited civil case to limited (providing there is insufficient evidence)?

The DA decides whether a case goes forward or not. He needs to hire a good criminal lawyer who can advocate for him with the DA.

It is hard to say. It depends. It can be argued that the second case should have. Been brought in the first lawsuit.

yes of course. the restraining order would be separate from whether you owe them money.
