It seems a default judgement now takes is 6 to 10 months to record in San Francisco? Is this more expensive?

It is taking 6 to 10 months. Some lawyers are doing default prove ups before the court to try to circumvent the backlog.

My commercial tenant lease is up in 2 months. Will I be able to sign him now just in case he bails out and decides not to renew?

If you turn off utilities you can be sued. You need to serve a proper notice and evict the tenant. Consult a local lawyer

You can ask that they drop the UD and dismiss it since you have tendered back possession of the property. If they choose to they can then sue you...

Yes if you do not respond to the complaint timely they will obtain a default judgment and garnish your wages, record a lien against your property...
