if you need to serve this notice to the tenant then you can discuss with a process server or sheriff how best to accomplish it.

bring an insurance claim. If you know who took th eproperty and how it was taken you could bring a civil action for conversion, etc.

should not be a problem. I know several attorneys involved in litigation that use them.
