Company B can file the petition in your behalf. You can work for company A pursuant to OPT extension so far as they do not revoke your H-1B.
You should wait for the decision to arrive in mail. Then take all your paperwork to a competent immigration attorney to help you with the next steps.
If your L1 is denied, your husband will no longer be on L2 and so his COS will be denied.
It will be rejected if you untimely file it.
