LPR can apply for I-130 for spouse, not I-765. Applying for I-130 will not give you status and you cannot remain in the U.S. without otherwise...

He applies for F-2 at the Consulate with all relevant documents. You are not required to be present at the interview.

You can petition for spouse as LPR or USC. However USC petitions are faster and USC spouses have more rights, privileges and benefits.
