It is not grounds for dismissal, but it may benefit you - if you fight the ticket, the clerk who sends out the subpoena may not be able to identify...

Does a traffic officer in Los Angeles Ca . need to write the Vin number of the car on a parking citation ?

If the plate number is wrong, the ticket will likely never affect your registration. I think that the VIN is not as serious.

It's likely too old to do anything about, but you may be able to request traffic school from the court.

Some courts will dismiss for this. See Vehicle code section 40800(a) (under the chapter entitled "Illegal evidence".
