My husband passed away in the Philippines in 2001. Do I need to obtain a copy of his death certificate and add it in my N400?

No death certificate or affidavit of support is needed when you apply for naturalization.

If you became a permanent resident through diversity visa lottery and then married a USC, you will not be able to naturalize after three years.

The government will not prohibit you from marrying your girlfriend. When time comes for you to petition for her, you will need a joint sponsor.
