You may contact the DA's Office and/or the detective if you wish. There's certainly no reason to believe they would simply "drop" it.
In LA county California is there a difference between a public defender a a state apointed attorny

Public defenders are appointed by the court--technically--an employed by the county. There are no "state appointed" attorneys. You're wildly...

The DA does not your permission to prosecute anybody, including your wife. This happens all the time in the DV context.

You can enter Mexico just fine, but you'll be arrested upon attempting to return to the United States. Clear the warrant.
