There is no conviction to be "expunged". I know of no means by which to have an "arrest" erased.

You can attempt a PC 1325, but a pardon would be untenable in light of the dismissal. Talk to counsel.

Hard to tell. The DA may be proceeding on the violation alone. Also, the DA has a year to file on the misdemeanor.
