Probably not. If the officers' suspicions were reasonable, you have not a leg to stand on.

I was falsely arrested and others knowingly aided his actions. It has been 10 years, do I have any rights if I can prove this?

On your facts, I see no basis for "appeal". A modification of a stipulated judgment is also dubious without changed circumstances.
