Obtain a writ of execution and levy on his bank accounts. It takes a while, but it REALLY gets the debtor's attention.

No, they cannot change custody or time share, but tthey can issue restraining orders. Which will only apply in Texas.

Her mom needs to go back to court and ask for the visits to be changed. At her age, the daughter's wishes will almost certainly be taken into account.
