What are your damages? Simply having the water turned off does not sound to me like
a case of damage without hearing how you were injured.

Self help is generally not the way to handle this. Follow the property managers advice.

This depends on the disclosures in your sale escrow. Have your lawyer read them carefully to see what responsibility the seller has for this.

Sounds like you have not much to protect in the way of assets, Your retirement funds
should be exempt from execution.
