There are a number of reasons why the case was not filed. The office could be backed up, the officers did not submit the case to the DA's office...

I would recommend notifying law enforcement as soon as possible. I would also recommend contacting a sex crimes attorney.

I see no reason why you would not be able to live on your own. Was it a condition of your probation or was it ordered by the court?
