In California it's simple - find a Live Scan location and go in for fingerprinting. In 2 weeks you'll get a full criminal history for California....

More info is needed. How old is your brother? What is the status of your parents? Has your brother tried a tourist visa? Is your brother school aged?
How do I handle not having an I-94 form? Can I file the I-130, I-485, I-765, G-325A, G-1145 and I-131 together? How about I-693?
