I cashed a fake check 3 months ago at a bank. it was not with my bank account,i didnt realize it is fake until yesterday.

You are responsible for the check, if it is fake you are the one who tried to pass it, definitely report it to the bank before the matter...

A bank can decline to open your account but another one should. If it is a non interest account one would not even need a social security number....
