Sounds like extortion, you can't very well hire a new attorney at this point. When you win your case, God willing, dispute the fee.
I can't tell rom the context whether this is over the top or not but as an ethics complaint it likely won't fly.
Depends what type of credit card and whose name was on it and if you possessed the actual card. I doubt he will do anything especially if you pay...

I think you mean an EU warrant and those can be big trouble. In the EU you can be picked and sent back to France without an extradition hearing.
Why don't you just dispute the credit card charge? Can't imagine what this has to do with international law?
