It depends how ut law deals with community debt. In ca you would be liable for that debt also

If this creates unhealthy living conditions which it sounds like it does, in ca the land lord has a duty to clean it up or you an break your lease

In California they can touch money that is not from your Social Security. You should contact a consumer attorney in Arizona

Counsel is correct. If they have not sued you then they cannot get a judgment and without judgment they cannot garnish. So if they made that threat...
