I am not sure what your question is, but usually when the officer does not show, your case is dismissed.

What kind of restriction are you referring to? In terms of getting married, it doesn't matter where you get married so long as you are a US citizen.

You can submit a declaration/affidavit that you responded to the RFE, signed under penalty of perjury.
