The Ninth Circuit Court of Appeals held that: 1) Sentencing Guidelines ... provision prohibiting court from reducing defendant's sentence to term less than minimum of amended guidelines range did not exceed Sentencing Commission's statutory authority; 2) provision did not conflict with Congress's directive that Commission promulgate policy statements to further purposes of sentencing; and 3) provision did not violate separation of powers doctrine.
