I think the PA food code requires you to label contents, too.
Does a notice of settlement need to be signed by both sides? Can it be filed with one side's signature to give notice to court?

I would say to file it. The worst that can happen is that it may be rejected by the clerk.
If I have not signed a contract for my job would I be held to the contract they were supposed to have me sign and never did?
