Yes, just because they sat on their rights for a while, they can crack down on those sales which are against their TOS. It's their ball game.

Your liability would normally be limited to the replacement value of the dog plus vet bills, if any. No pain and suffering or emotional distress...

Yes. If your therapist says your disability can be helped by an ESA, the apartment manager has no right to deny you that reasonable accommodation.
