Since it appears to have been at least four years since your Ch13 was filed, you can receive a discharge in another.

Your question doesn't make sense. Ch13s are not denied because you owe less for your car than what it's worth. There's another reason. But, yes...

I'm unclear as to when your Ch7 was filed. Was it in or before 2011? Was there an Adversary Proceeding?
