It is a new process but there shouldn't be a reason to assign a new A#. Call the AAO or BIA to check.

She may qualify for derivative citizenship but if not you can certainly file an I-130 for her and for your wife if necessary.

if the friend's birth certificate was a false claim to U.S. citizienship then you have a serious porblem.

If they get married then an I-130 petition must be filed. Call the 800# and put in an inquiry if the I-129f is beyond normal processing time.
