Each of the 3 kids should apply for, and obtain (prior to leaving) a reentry permit filed on Form I-131.
I have a Query for my wife L2 EAD and Maternity Leave - Is she ligal to have the Maternity Leave and Employee Health Insurance.

The lawyer must be obtained in the state the mother and child reside. Father also better (even if temporarily) reside in that same state.

Absolutely. Prevailing wage determinations by the DOL apply equally to all H-1B petitions, "advanced" degree or not.
