A) Yes. There is a consular Form for doing this. Consulates usually liberally grant you B visa to visit after that.
B) what is an "SB1" visa?...

While the E-1 category (Treaty Trader) does NOT require U.S. employees on payroll, the E-2 category (Treaty Investor) does.
