As city attorney for the city of Desert Hot Springs Ruben Duran was the brains behind every money losing deal made by the city. Millions of dollars of public money was lost thanks to his brilliant legal advice. Ruben Duran found it impossible to be impartial as we was fond of playing favorites with... certain city council members. Thanks to Ruben Duran there were no "negotiations" for the city manager contract renewal worth nearly one million dollars. Ruben Duran never waited to be asked for advice at council meetings as he frequently interrupted council members he was not fond of. Intemperate and inconsiderate do not go far enough to explain the manners of Ruben Duran who is gone, finally, we hope, from the poor city of Desert Hot Springs.
