Yeah, the question is a bit odd. If you actually had legal guardianship that would help. You can always call your mom as well to enforce the order.

Yes you can file the form by yourself. Once filed, serve a copy on your former spouse's employer.

I concur with my colleague. Every county has a website where you can likely check status.
Family Law Judge assigned minor's counsel. I can't afford to pay the fees. I was not given an option, just told I HAD to pay.

You can ask that the fees be paid through PACe. Otherwise, the minor's counsel's office will set up a payment plan with you.
