My workers comp hasn't paid me since jan.2016 and was supposed pay after feb. 19 and told state disability that sign up for now.

EDD (State Disability) will pay if work comp insurance doesn't pay. That's why they need a letter from the work comp insurance.

Either get an attorney or go to your local worker's comp appeals board and speak to an information and assistance officer (for free).
