Go to clerk's office and have matter put on calendar. Get there early! Explain situation to judge!

You would never have been able to get your license in 2009 if the 2003 tickets were not dismissed by court. You will have to deal with current...

Was your community service here in Los Angeles ? Get on the ball and complete the hours. Get matter on calendar and request to be re- referred .
