Check with. DMV . You might have outstanding tickets that have to be dealt with before you can give clean title.

My colleagues are correct. It sounds like he is till in custody . Get an attorney ASAP to deal with this.

Get a NYC attorney to clear this up. There is probably a warrant. You will not get your CA license without this getting resolved.

My colleagues have fully responded . Too many factors to consider- the type of crime; whether you are still in custody; need for more investigation.

If you are found guilty you will be ordered to pay a finned probably will receive another ticket in due time.
