The courts in both counties would have to approve such a move. His probation officer would know the procedure.

If you cannot afford an attorney the court will appoint a public defender. The wrong dates are not going to change anything

Get your registration fixed- tickets signed off- or set the matter for arraignment. Perhaps the judge will dismiss 2 of the tickets. Suing the city...

It probably too late to open the matter. Are you sure that he did not appear for the arraignment ? He would only have to appear for the trial.
