Go see the clerk of the court ASAP and request more time. If granted just complete it online!

Diversion is something that you do not want lose. Ask for additional time or you might be charged and sentenced to jail.

You can get a ticket if you do not come to a complete stop at intersection before turning.
The policeman pointed his radar gun directly, but did not stop me. I was going over limit on freeway 680 (San Jose, Calif.)

Your question is somewhat confusing. There is no restricted license for a refusal . You never even requested a DMV hearing.

Trust me there are warrants out there. Get a local attorney to deal with these matters.
